Before a cosmetic product is placed on the market or on the shelves, a so-called marketability test is often carried out and a corresponding marketability certificate is issued.

All cosmetic products placed on the market in Germany and the EU must meet the strict requirements of Regulation (EC) 1223/2009 (EU Cosmetics Regulation). They must be safe for the consumer and pose no health risks.

In addition to the preparation of a safety report by a safety assessor, a product information file (PIF) is also required. The PIF includes, among other things, a description of the cosmetic product, the safety report and the manufacturing method under the aspect of good manufacturing practice (kGMP). It also contains evidence of the claimed effect and data on animal tests carried out.

Specific to each individual product, the microbiological quality (specifications of ISO 17516) and the quality with regard to possible chemical residues such as heavy metals, PAHs (polycyclic aromatic hydrocarbons) and solvent residues are checked. Furthermore, the consumer expects a product that corresponds to how it is labelled and advertised in terms of application, appearance, odor and feel. This is also checked by our experts within the scope of the included labelling test on the basis of the regulatory framework of the Claims Regulation VO (EU) 655/2013.

Would you like to sell or market a cosmetic product for the first time in Germany or in another EU member state? Wondering what requirements need to be met?

The experts at BAV Institute support and advise you in all matters concerning the marketing of cosmetic products. Make your product fit for the EU Cosmetics Regulation VO (EC) 1223/2009.
